Official Presentation of the Porte de Hollerich PAP in Luxembourg City

The urban landscape of Luxembourg City is poised for one of its most ambitious transformations of the decade. During a recent official presentation, the details of the new Special Development Plan (PAP) for "Porte de Hollerich" were unveiled, signaling the start of a massive project that will redefine the southern entrance to the capital.

A New Urban Lung for Luxembourg City

The Porte de Hollerich project is more than just a residential expansion; it is a complete redevelopment of a district historically shaped by industry and road infrastructure. Spanning approximately 20 hectares, this future mixed-use district aims to be a model for soft mobility and social diversity.

Local authorities, in collaboration with the Ministry of Housing, plan to create nearly 2,500 housing units, accommodating approximately 5,000 new residents. The goal is clear: to address the housing crisis in the Grand Duchy while limiting urban sprawl.

Mobility and Sustainability at the Heart of the PAP Porte de Hollerich

A key pillar of this new PAP is reducing dependence on private cars. The district will be served by the future tram, extending the current line from the central station toward the Gasperich and Cloche d'Or districts.

  • Priority for Pedestrians and Cyclists: Wide, secure pathways will crisscross the neighborhood.
  • Green Spaces: More than 10% of the area will be dedicated to parks and relaxation zones.
  • Multimodal Connection: A modernized "Hollerich" train station will facilitate cross-border travel.

Functional Mix and Affordable Housing

The Mayor of Luxembourg City emphasized the importance of a functional mix. In addition to residential areas, Porte de Hollerich will host 80,000 m² of office and retail space, ensuring the district remains vibrant day and night.

In accordance with new Luxembourgish legislation (law on affordable housing), a significant portion of the built area will be reserved for moderate-cost housing. This should allow young households and the middle class to settle in close proximity to the city center, where free-market prices often exceed €13,000/sqm.

Impact on Real Estate in Hollerich and Gasperich

The officialization of this PAP by the City of Luxembourg is expected to stimulate investor interest in neighboring districts such as Bonnevoie and Cessange. According to industry experts, land values in the area are set to grow as transportation infrastructure materializes.

"Porte de Hollerich" is part of a global vision alongside developments like Cloche d'Or and Belval, confirming the internal decentralization dynamic of the capital while strengthening its international appeal. The first groundbreaking is expected in the coming years, following the completion of administrative and environmental procedures.
